Luke had opposed the majority's decision. This cartoon depicts the opposition, which was composed of Luke, councilman Best, Mrs. Edwards and Mr. Eckmann, seeking the "facts." In contrast, the majority of the council is depicted sinking in the "Garbage Problem." The is the original artwork and is done in black and grew ink on press board.
