Summary
In How Can China Say No?, Zhang Xueli, a retired vice-principal of the Xian Railway Police Academy, acknowledges China's problems, but contends that the dramatic economic and social achievements of recent years have set in motion a series of irreversible changes in society, polity and the economy. This transformation, he says, "compels" the world to recognize China as a blossoming great power, just as China is forced to better understand the outside world. In answer to the question posed in the title of the book, Zhang argues that China can say no for the simple reason that it is now able to do so. "The meaning of saying no," he says, "is that China should not be belittled or insulted by others."
